Panama is a founding member of the Inter-American Development Bank (IDB). As with all shareholders, Panama appoints a Governor to represent the country on the IDB Board of Governors.
At the IDB Headquarters in Washington, D.C., Panama is represented on the Board of Executive Directors. This position is shared with Venezuela and is held by an Executive Director elected to a three-year term by the Governors of Panama and Venezuela.

The IDB Group's Country Strategy with Panama for the 2025-2029 period seeks to maximize its impact on the country's development through greater selectivity and a long-term integrated approach. Its purpose is to contribute to consolidating Panama as an inclusive, diversified and resilient economy, leveraging its comparative advantages to sustain balanced and sustainable growth.
The strategy focuses on three key areas:
- Basic services for vulnerable populations: Improve the provision and equitable access to quality basic services, with emphasis on health, drinking water and sanitation.
- Strengthening public management and fiscal sustainability: Modernize the public sector and consolidate macroeconomic stability.
- Sustainable growth led by the private sector and leveraging strategic assets: Promote a diversified, competitive and environmentally sustainable economic growth model, with the private sector as the main driver of development.
Cross-cutting pillars such as institutional strengthening, sustainability and resilience, and inclusion and equal opportunities will enhance the overall impact of the strategy.
