Strategies to Increase Social Security Compliance among Independent Workers in Panama

The general objective of this Technical Cooperation (TC) is to estimate the effects of informational and enforcement-based interventions on social security registration and subsequent contributions among independent workers in Panama. The specific objectives of this TC are to: (i) identify which combination of messages and enforcement procedures is most cost-effective at increasing affiliation and contributions to the CSS among independent workers with a registered business who are not complying with the new mandatory contribution regime; (ii) estimate the cost per new affiliation and the cost per dollar of contributions collected under each informational and enforcement arm; and (iii) generate evidence that the CSS can directly internalize in its enforcement strategy and that can inform similar reforms across the region.
