The objective of this technical cooperation (TC) is to support the expansion of electricity service coverage in Panama, contributing to universal access to sustainable energy in rural and hard-to-reach communities through technical and institutional strengthening of the Universal Energy Access Program (PAUE) (4790/OC-PN), currently under implementation, and the preparation of the new Iluminando Vidas Program (PN-L1198), promoted by the Government of Panama to expand and consolidate rural electrification efforts in the country, as well as the development of technical inputs for the modernization of the electricity system. The specific objectives are to: (i) strengthen PAUE implementation and assess the effectiveness of the solutions implemented; (ii) support the preparation of the Iluminando Vidas Program by collecting technical information and developing preliminary designs for energy solutions (grid-connected systems, microgrids, or stand-alone systems), including an assessment of technological alternatives, costs, and operating conditions; and (iii) support the modernization of Panama's electricity sector. The TC activities will help address the technical capacity constraints of the Office of Rural Electrification (OER) and generate evidence to inform decision-making. They will also draw on PAUE experience to guide the design of future rural electrification interventions, with an emphasis on service reliability, affordability, and environmental sustainability.
