Paraguay is a founding member of the Inter-American Development Bank (IDB). As with all shareholders, Paraguay appoints a Governor to represent the country on the IDB Board of Governors.
At the IDB Headquarters in Washington, D.C., Paraguay is represented on the Board of Executive Directors. This position is shared with Bolivia and Uruguay, and is held by an Executive Director elected to a three-year term by the Governors of Paraguay, Bolivia, and Uruguay.

The new 2025-2029 Country Strategy, designed in collaboration with the Government, will support Paraguay in becoming a model of sustainable, private sector-driven economic growth that benefits the entire population and helps address global challenges. The new country strategy rests on three pillars:
- Green Paraguay: Expanding sanitation service coverage and strengthening water resource management, as well as promoting energy efficiency and diversifying the energy matrix toward cleaner and more sustainable sources.
- Productive Paraguay: Improve the business environment and promote private investment while strengthening transport and trade infrastructure to boost regional integration.
- Human Paraguay: Expanding access to the healthcare system and reducing the deficit of sustainable housing, as well as fostering the financial sustainability of the pension system.
Additionally, the strategy includes two cross-cutting areas: institutional strengthening, aimed at improving efficiency and transparency in the public sector through technological tools and enhanced fiscal convergence; and the promotion of inclusion and equal opportunities for vulnerable populations, ensuring access to basic services and labor market participation for women, persons with disabilities, and indigenous communities.
Country strategies remain valid for one year beyond the indicated period, as they continue to be active during the preparation of the next strategy
