The Country Strategy 2019-2023 seeks to support the institutional and productive transformation of Paraguay, under criteria of sustainability, equity, and economic and social inclusion. The new country strategy prioritizes four areas of collaboration and support:
(i) public management and institutions;
(ii) integration and diversification;
(iii) productive and resilient infrastructure; and
(iv) human capital and living conditions. The actions planned are aligned with the 2030 National Development Plan of Paraguay, which prioritizes areas including the country’s adequate global integration, inclusive economic growth, poverty reduction and social development, as well as efficient and transparent public management.

Paraguay is one of the founding member countries of the IDB. Like all the shareholders, Paraguay appoints a Governor, who represents the country on the Board of Governors.
For day-to-day business at the Bank's Headquarters in Washington, D.C., Paraguay is represented by a chair on the Board of Executive Directors. The chair, shared with Bolivia and Uruguay, is headed by an Executive Director, who is elected to a three-year term by the Governors of Paraguay, Bolivia and Uruguay.
Country strategies remain valid for one year beyond the stated period, as they remain active throughout the preparation of the following strategy.
