Closing gaps: The impact of teacher quality on the learning outcomes of poor children

This TC is an impact evaluation which will analyze (1) the impact of teacher quality on learning outcomes, and (2) the impact of a pilot intervention to reform in-service training for teachers on learning outcomes for students from poor backgrounds. The basic objectives of the TC are three: 1. Identify those aspects of teacher-student interactions that result in improved learning outcomes among students in early grades, especially among the poorest students; these are the students who enter primary school with large delays in terms of their cognitive development and school readiness. 2. Assess the suitability of the CLASS as a management tool for educational systems in the region. 3. Conduct and carefully evaluate a pilot of a reform to in-service training of teachers based on the results of the CLASS.
