Leonor Vilás Costa

Leonor Vilás Costa, a Spanish national, has been appointed by the IDB Board of Executive Directors to serve as the Executive Secretary of the IDB Group Administrative Tribunal, starting on April 1, 2026.  

Leonor Vilás Costa is lawyer with over 25 years of experience in various areas of public international law. Since 2008, she specialised in international administrative law. She has worked at the registries of the United Nations Dispute Tribunal and the International Labour Organization Administrative Tribunal, as well as in the legal services of the UN Relief and Works Agency for Palestine Refugees, the International Telecommunication Union and the Joint UN Programme on HIV/AIDS. She studied Law at the Universidad Autónoma de Barcelona, obtained a Master’s in International Studies by the same university and an MA in International Relations/Public International Law by the Geneva Graduate Institute of International Studies.
