Hiroyuki Tsuruno is Alternate Executive Director for the Office of Croatia, Japan, Korea, Portugal, Slovenia, and the United Kingdom at the Inter-American Development Bank (IDB) since July 2025.
Since joining the Japan Ministry of Finance in 2005, Mr. Tsuruno has gained diverse experience as an economic policymaker, including in macroeconomic and fiscal policy, international finance, and financial regulation.
In prior assignments, Mr. Tsuruno served as Director for G7 and Development Issues, International Organization Division (2024-2025), Director of Office of Foreign Exchange Reserve Management, FX Markets Division (2023-2024), Executive Assistant to the Deputy Chief Cabinet Secretary at Prime Minister’s Office (2021-2023), Deputy Budget Examiner at Budget Bureau (2019-2021) and Deputy Director of Administration and Legal Division (2018-2019). He also spent three years at the Japanese Embassy to the United Kingdom (2015-2018) and at Japan Financial Services Agency (2012-2015) respectively.
Mr. Tsuruno holds a BSc in Economics from the University of Tokyo in 2005, an MSc in Economics from the University of Essex in 2011 and an MSc in Finance from London Business School in 2012.
