Hiroyuki Tsuruno is Alternate Executive Director for the Office of Croatia, Japan, Korea, Portugal, Slovenia, and the United Kingdom at the Inter-American Development Bank (IDB) since July 2025.
He joined the Japan Ministry of Finance in 2005, where he held positions including Deputy Budget Examiner at the Budget Bureau, and Deputy Director of the Administration and Legal Division. Between 2012 and 2015 he worked as Deputy Director at the Japan Financial Services Agency. He also served as First Secretary (Finance) at the Japanese Embassy to the United Kingdom from 2015 to 2018. Prior to joining the current position in July 2025, he spent two years at the Prime Minister’s Office as Executive Assistant to the Deputy Chief Cabinet Secretary and also served as Director of the Office of Foreign Exchange Reserve Management, FX Markets Division, and Director for G7 and Development Issues, International Organization Division.
He earned a BSc in Economics from the University of Tokyo in 2005, an MSc in Economics from the University of Essex in 2011, and an MSc in Finance from the London Business School in 2012.
