South American countries have developed cooperation mechanisms for regional integration, especially in infrastructure, through the IIRSA Initiative since 2000 and COSIPLAN-IIRSA under UNASUR since 2010. Following the suspension of UNASUR in 2018, regional cooperation ceased. However, in 2023, Brazil convened South American countries to reaffirm their commitment to integration, resulting in the "Brasilia Consensus" and the "Roadmap towards South American Integration", proposing a comprehensive agenda of cooperation, including infrastructure. In this context, President Lula Da Silva committed Brazil to revitalizing South American integration by establishing the South American Integration and Development Subcommittee (SIDSA) under the Ministry of Planning and Budget (MPO). SIDSA, after consulting with local stakeholders, proposed five "South American Integration and Development Routes" (Ilha das Guianas; Multimodal Manta-Manaus; Quadrante Rondon; Capricórnio; Porto Alegre-Coquimbo), serving as a starting point to reactivate dialogue and cooperation in the region. The objective of the Technical Cooperation (TC) is to provide technical and financial assistance to the new regional integration agenda led by the government of Brazil which include: (i) the identification, design and implementation of priority integration routes, understood as integration and development corridors, and projects with neighboring countries and Brazil's border states and municipalities; (ii) institutional strengthening to structure integration corridors and projects and to commit the participation in regional work instances; and (iii) regional dialogues and dissemination of Brazil's integration initiatives.
