The Program includes three components: a) Institutional Management Modernization. The activities designed for this component are directed to develop an institutional management model comprising the new organizational structure and the new roles of the organization, directing to a transparent and results oriented culture; to implementat methodologies and instruments to strengthen planning and management control; to design and implement a new human resources policy, including a new carrier structure and the corresponding job profiles; and to develop and implement a comprehensive system for the integration of planning, budget, treasury, accounting, and purchasing areas. b) Customs and Tax Administration Strengthening. The activities for this component are directed to review and develop a new legal framework and the corresponding disseminating mechanisms; modernization of the procedures and systems for registering, collecting, auditing and inspection functions; simplification of the customs dispatch process, introducing the post clearance audit functions based on risk analysis methodology; and support in the preparation of studies and recommendations regarding exemptions, fiscal benefits, transference prices, and others to be identified. c) Modernization of the Information and Technology Infrastructure. The activities for this component are oriented to promote the modernization of the systems and instruments used to carry out the management of the processes and the procedures in the tax administration and customs areas; to upgrade and complement the hardware, software and telecommunication infrastructure; and to develop a data warehouse for the integration of the information.
