Human Resources in Construction Sector

This Multilateral Investment Fund (MIF) technical cooperation seeks to expand the supply of human resources services to the construction industry through training. The three components are: founding a system of ongoing training in the construction industry; implementing a pilot program for occupational training and skills accreditation; and systematizing and transferring experience from this program in the construction sector to other sectors. The first component funds three subcomponents: (a) design and implementation strategy for an ongoing training system; (b) development of new training and accreditation programs, targeted at eight industry occupations, identified, pending a diagnostic study, as bricklayers, heavy equipment operators, topographers, construction foremen, accountants, and human resource managers; and (c) expanding and strengthening the supply of training, including establishment of a registry of quality private suppliers, and provision of specialized courses for training supplier instructors, technicians, and professionals. In addition, efforts will be funded to promote training and disseminate information on the new system and on the National Institute of Technology (INATEC) refunds paid to construction companies that provide training for their workers. The pilot project to be implemented in component two will be used to test the training system and methodology developed under component one, and to ensure that it is viable for both the construction sector and other sectors. The component funds: (a) worker training aimed at managers, middle-level technicians, and, especially, laborers, for whom companies now provide no training; and (b) development of a system of worker accreditation/occupational qualification. The training will be financed mainly through the refund of company payroll levies. The MIF contribution will be used only to support courses directly targeted at human resource managers, in order to encourage companies to provide training on a continuous basis. Component three provides for a short- and medium-term action plan to transfer experience from the pilot project to businesses and training providers in both public and private areas of other sectors, thus helping to modernize the national training system.
