Support for INAESIN

This Multilateral Investment Fund (MIF) technical cooperation (TC) seeks to modernize labor relations through three components: (a) a three-way dialogue at the decentralized level; (b) training for union officials; and (c) labor market information system. The program will benefits both workers and Venezuela's private sector, creating a more favorable climate for private investment in the country. The first component aims to heighten awareness and provide better information on the changes and reforms to social security and the Labor Act that have already taken place, identify possible areas for collaboration on relevant labor issues at the local and regional level, and set up local committees for three-way dialogue. The TC funds training activities and technical studies that present proposals to improve labor relations and the labor market. The second component aims to upgrade the technical capacity of union leaders, with the intention of tightening coordination of bilateral and three-way dialogue and improving participation in the new environment. Basic activities include: (a) workshops to examine the current status of labor relations and design a strategy for application of new relationship models; (b) training in labor negotiation; and (c) training of 400 individuals in the new legal framework created by the Labor Act (LOT) and the Law Establishing the Integrated Social Security System (LOSSI). The final component funds the creation of a labor market information system that incorporates: (a) existing data currently scattered among the labor organizations linked to INAESIN and from these sources, develops indicators; and (b) relevant indicators and variables produced by the Office of Statistics and Information and the Ministry of Labor itself. The information system will support and strengthen the other two program components, supplying reliable and timely information for the three-way dialogues and for designing courses of greater relevance to current labor markets. Competitive methods will be used for the procurement of goods and contracting of consultant services.
