This program develops a model of training and technical assistance for non-governmental organizations (NGOs) that empowers them to meet new economic challenges, deliver more efficient services, and create sustainable organizations. Components are: (a) market development, including orientation, curriculum design and training of trainers in three pilot regions (Jalisco, Oaxaca, and Chihuahua), as well as a diagnostic study to fine-tune curricula and training to local NGO demand; (b) training and technical assistance to NGOs, through three regional pilots; and (c) systems development, monitoring, and long-term planning. Component 1 provides two levels of training to NGOs: (a) level one: short-course skills training, in such areas as basic legal incorporation, basic accounting, and communications, to help NGOs move towards greater professionalization; and (b) level two: integrated advanced training, planning, and technical assistance, which would develop, introduce, and test a new, innovative curriculum for NGO training, and also develop a comprehensive database of suppliers of NGO services. Component 2 will utilize the new training modules developed and draw on a wider network of providers trained under Component 1, again providing training to NGOs at both basic and advanced levels, as well as one-on-one technical assistance. Component 3 funds: (a) exchanges and meetings between regional pilots; (b) production of learning materials; (c) dissemination to promote future expansion of the model to other regions; and (d) development of a long-term financing plan demonstrating how, through a combination of fees and future donations, a model for professionalizing NGOs can be sustained.
