This project assists the five affiliated entities (AEs) belonging to the Colombian Association of Women's World Banking Affiliates (AWWB) to improve their administrative and operational efficiency. The project funds technical assistance in three areas. In the first, specialized technical assistance will be hired to help with:(a) conducting general diagnostic assessments of the processes and procedures used by each of the AEs in handling and managing their portfolios; (b) proposing, for each affiliate, new and better procedures for analysis, disbursement, and collection of microcredits, substantiated by the corresponding cost/benefit analyses; (c) implementing the corresponding changes and improvements in processes and procedures in each of the AEs (including adaptation and acquisition of hardware and software); (d) preparing operations manuals for each affiliate on the new processes and procedures, including provisions for sound handling of environmental issues and for ensuring equal access to services by ethnic minorities;(e) training management and operations staff in each institution in the use of these new processes and procedures. In the second area, specialized technical assistance will be hired to help in: (a) conducting diagnostic assessments of the various processes and procedures used by the AEs in the general administration systems, including those related to internal audit; (b)proposing, for each affiliate, a review of policies, functions, internal audit systems, and operational and administrative processes, based on the corresponding cost/benefit analyses; (c) implementing the corresponding changes and improvements in processes, procedures, and systems in the AEs (including adaptation and acquisition of hardware and software); (d) preparing operations manuals for each institution on the new systems, processes, and procedures, including specific manuals on internal audit systems; and (e) training management and operations staff in each affiliate in the use of these new administrative systems, processes, and procedures. In the third area, specialized technical assistance will be hired to conduct market and feasibility studies for new financial products that could enhance the operational efficiency of the Fundación Banco Mundial de la Mujer de Cali and the Fundación Mundo Mujer de Popayán.
