The purpose of this TC is the strengthening of national environmental management systems and institutions responsible for environmental protection in the countries of the region. This requires the development of a methodology for assessing the state of environmental governance to measure the effectiveness of environmental management at the country level. Among the expected results include: i) identifying gaps in legal frameworks and policies in countries that allow them to be aligned with the best international practices, ii) strategic and operational plans with monitoring and evaluation indicators at institutional level which can be implemented by the country over time and supported, in whole or in part by the Bank, resulting in a more efficient and effective use in national environmental management systems, iii) capacity building between technicians and decision makers from public agencies with planning and environmental management responsibilities (Ministries of Environment, Planning and Finance Ministries, etc.). This project will identify opportunities to strengthen the National Environmental management systems for the countries in the context of the programming processes and leverage financial resources through lending operations as an effort to modernize institutions and build capacity in public organisms. Finally, the dissemination of knowledge and exchange of experiences among countries will be promoted.
