Support to the National Institute of Stadistic of Panama

By Law no. 10 of January 22, 2009 was established the Instituto Nacional de Estadísitcas y Censos (INEC) attached/assigned to the Contraloría General de la República. INEC has the responsibility to coordinate the Sistema Nacional de Estadísitca (SEN) composed of different institutions of the State, assuring that the activities related to the national statistics be organized under a common normative, assuring the efficiency of the process of statistic production, avoiding the duplicity of efforts, seeking for the resources optimization and assuring the data quality.
Studies as a result of a survey conducted in year 2008 to users and producers of the national statistic, determined that the SEN is not properly articulated; there are duplicity of technical efforts and economical resources; there are not appropriate mechanisms established for the efficient communication/coordination, and there is not a functional and reliable system that guarantee the quality of the information.
The resources of this operation will defray general expenses like airplane tickets and travelling allowances to allow the INEC of Panama personnel, accomplish apprenticeships and trainings from the Instituto Nacional de Estadísticas e Informática de Perú and from the Departamento Nacional de Estadísticas de Colombia.
This operation is related with the strengthening of the governability and the transparency, transversal element of the strategy of the Bank in the country.
The operation aim to support the just created INEC efforts to: (i) implement a certification system of quality of the official statistics that assure the efficiency of the production progress of statistical information, avoiding the duplicity of efforts and procuring the optimization of resources; and (ii) develop the right mechanisms of communication/coordination among the organizations that conform the SEN.
The primary beneficiary of this operation is the ¿Instituto Nacional de Estadísitcas¿, created by Law no. 10 of January 22, 2009
