Objective 1: A shared understanding among all project participants of the conceptualization and need for an integrated basin observatory and a suite of relevant potential assessment metrics; agreement on the monitoring and modeling activities for the pilot project; identification of the observatory infrastructure that could be purchased and installed with additional funds; draft of decision-maker needs and interests (draft decision map); scoping of key strategic decisions to be supported in the pilot project. Objective 2: Informed identification of a specific and executable example for modeling; identification of the watershed model and water decision framework as well as of the parameters of the model to allow for (i) testing against available data, (ii) visualization of existing data and model output and their comparison, (iii) delineation of modeling weaknesses, (iv) identification of the need for improved monitoring in the watershed observatory to support modeling efforts. Objective 3: Present a tangible and useful example of an integrated approach to water planning; identify next steps for agencies (e.g., dissemination of knowledge among local groups; integration of knowledge and new data into existing processes; redesign of existing processes; increase capacity in the SJRB for integrated strategic water planning); provide evidence for the need for an integrated water planning process and its expansion within the SJRB and for basins in other LAC countries.
