1. To provide a technical basis for the design of a package of health care interventions that takes into account population health needs, cost-effectiveness, prioritization of interventions and costing. 2. To provide a technical basis for the design of an adequate supply response for the delivery of the package of health interventions. 3. To provide a technical basis for the provision of high quality care across all public providers, for monitoring provider performance and for guiding purchasing decisions. 4. To analyze international experiences concerning the design and use of efficient payment rules and mechanisms for the purchase of health interventions under a purchaser/provider split. 5. To review the Health Law and regulation about federal financing for health and propose amendments to improve accountability of public health expenditures by state governments
