Strengthening Social Protection Coordination in Haiti

The purpose of the TC is to maximize the impact of social protection interventions in Haiti by strengthening coordination among social protection donors and stakeholders, increasing capacity to elaborate and use data from the Information System of the Ministry of Social Affairs and Labor (SIMAST), and exchanging best practices among stakeholders as well as pilot innovative modalities for social registry data collection and analysis. Specifically, this will be achieved by (i) strengthening the existing Social Protection and Social Promotion Working Group involving the main donors through more frequent regular meetings, the development of a shared strategic vision, and the production and dissemination of periodic reports that can inform donors and stakeholders; (ii) strengthening SIMAST and SIMAST users (e.g. MAST and the Fund for Economic and Social Assistance - FAES) through training and exchanges of best practices with other public actors, such as the SIUBEN Unit (Sistema Único de Beneficiario) of the Dominican Republic; and (iii) piloting innovative modalities such as rapid data gathering or data updates, use of the Artificial Intelligence (AI) for data analysis and preparatory activities, training and diagnostic work for shock-responsive and anticipatory social protection.
