The purpose of the TC is to finance diagnostic studies to understand the main development challenges facing Bolivia, as well as to study issues related to the constraints on the growth of productivity at the level of firms. The results obtained will serve as input for the preparation of the following documents: i) Challenges for the development of the Country (CDC, for its acronym in English) and ii) Agenda for the Growth of the Andean Region. In the last decade, Bolivia has made important progress in reducing poverty. For example, moderate poverty went from 60% to 36% between 2006 and 2017 and extreme poverty from 38% to 17%. However, these advances also generate another kind of pressure from a new middle class that tends to migrate from the countryside to the city, concentrating on peri-urban areas and often facing problems related to the lack of quality public services (water, electricity, health, housing, security, etc.), as well as the difficulty to find sources of work in conditions of formality. The rapid growth of the middle class poses challenges such as: the generation of modern, versatile and quality information on poverty, the study of the characteristics of this new population, its main needs and vulnerabilities, as well as a diagnosis of the capacity that can be have the main public institutions to meet the demands of this sector of citizenship.
