Support the Ministry of Health to strengthening the healthcare model in the first level, within the framework of the SAFCI policy and the integral management of health networks, with emphasis on obstetric and neonatal care, which strengthens the reduction of maternal and neonatal mortality in the country, and the integration of the primary care with the second and third level of care, thus ensuring the continuum of healthcare, with an intercultural and gender based approach.
