Design of job training policy and employment promotion

This technical cooperation (TC) will contribute to the necessary studies for the design and startup of project execution (compliance of conditions prior) of the Program to Support Employment Phase II, whose objective is to strengthen the execution capacity of active labor policies by the Ministry of Labor, Employment and Social Security of Bolivia.

Phase II of the Program to Support Employment (BO-L1121) will continue and expand the labor insertion program, establishing special financing lines to support job searches for vulnerable groups; will design and start implementing a labor information system; and will improve the orientation capacity of the Ministry to help job seekers.

The TC will help: (i) analyze final impact results of the first phase of the program to support employment BO-L1051, to highlight lessons learned to be included in the design of the new operation, (ii) carry out sector studies to estimate the dimension of the challenges related to training and labor insertion of vulnerable populations in Bolivia and to produce inputs for the design of new training lines, (iii) design new modalities to serve people and training and intermediation agencies who seek to implement the service; prepare procedures and Operating Regulations of the Program; and (iv) strengthen the Program Executing Unit (UEP) during project startup.

This TC is aligned with the GCI-9 sector priority of promoting social policies favorable to equality and productivity. It is consistent with the Bank Strategy in the Country 2015-2020 (In process of aproval) and with the Labor Markets Sector Framework (GN-2741-3). It contributes to the objective of the Country Strategy of closing social gaps through numeral (iii) support employment and by supporting the design and initial execution of project BO-L1121, Program to Support Employment Phase II, currently in preparation.
