IDB Approves $200 Million in Financing to Strengthen Road Connectivity in Uruguay

WASHINGTON — The Board of Executive Directors of the Inter-American Development Bank (IDB) approved a $200 million Global Multiple Works (GOM) loan to finance rehabilitation and maintenance works on Routes 8, 13, 39, and 15 of Uruguay’s National Road Network.

The program will finance fifth-generation Rehabilitation and Maintenance Contracts (CREMA), developed as part of the Ministry of Transport and Public Works’ (MTOP) public policy aimed at improving the efficiency of public spending on road infrastructure and implemented in coordination with the Uruguay Road Corporation (CVU).

The contracts are expected to run for seven years and will be structured in two phases. The first phase, expected to last two years, will focus on infrastructure works and pavement rehabilitation. The second, lasting five years, will focus on maintaining quality standards.

The IDB-supported program also includes institutional changes aimed at improving road planning and strengthening road asset management.

“Maintaining roads to the highest standards is key to strengthening competitiveness and connectivity nationwide. This operation reflects one of the priorities of our new Country Strategy: supporting Uruguay in ensuring that its infrastructure investments boost productivity, improve connectivity across the country, and deepen regional integration,” said Miguel Porrúa, IDB Group Representative in Uruguay.

The operation is the second under a Conditional Credit Line for Investment Projects (CCLIP) approved in 2025 to optimize public spending, improve road asset management, and preserve the country’s road network, thereby promoting sustainable economic growth. It is also aligned with the IDB Group’s South Connection initiative, which seeks to promote connectivity, facilitate trade, and foster sustainable growth in South America. The $200 million Global Multiple Works loan has a 22.5-year repayment term, an eight-year grace period, and an interest rate based on SOFR.
