The Municipal Government of Cali, Colombia, has unveiled ¡Pa' que Veás! (For You to See), an interactive platform on which citizens can quickly and easily monitor detailed information on the progress of over 1,000 publicly financed projects in the city. The system was developed jointly by the municipal government and the MapaInversiones or InvestmentMap initiative of the Inter-American Development Bank (IDB).
Cali is the region’s first city to implement this type of tool under the InvestmentMap initiative, setting the bar for transparency and open government. The platform’s code is publicly available in the IDB's Code for Development repository.
"Our priority is to build a more transparent Cali, with zero tolerance for corruption. ¡Pa' que Veás! strengthens open and citizen-facing government, helping us make sure every cent goes to good use. It’s key to reclaiming the city," said Alejandro Eder, Mayor of Cali, during the platform launch event at the Intercontinental Hotel. The launch was attended by local authorities, civil society representatives, citizen watchdogs, the business sector, and the media.
"¡Pa' que Veás! shows how technology can be a major ally for boosting accountability and transparent government, which builds citizens' trust in their institutions," said IDB Representative in Colombia Ramiro López-Ghio.
Constantly evolving platform
Available online and on mobile devices, ¡Pa' que Veás! allows Cali residents to consult projects and associated contracts in the city’s 22 districts and 15 surrounding rural districts in sectors like health, security, infrastructure, sports, culture and economic development. Users can filter information by location, agency responsible and progress made.
The platform stands out for its inclusive design, with plain language and navigation tools adapted for the visually impaired. It also has sections on the “Cali, Pacific Capital of Colombia” Development Plan and citizen participation, with educational materials for aspiring state vendors or people who want to learn more about citizen oversight.
Citizens, journalists, entrepreneurs and civil society representatives participated in initial stages of platform development through collaborative workshops. The Municipal Government of Cali and the IDB will continue to improve the tool, adding new data and encouraging citizens to participate in decision-making.
The municipal government will also hold training workshops to boost uptake.
