Brazil’s State of Espírito Santo to Improve Quality and Access to Justice Services with IDB Support

The Inter-American Development Bank (IDB) approved a $35.3 million loan to increase access to justice and improve the efficiency of judicial services in the State of Espírito Santo, Brazil.

The Espírito Santo Judicial Branch Modernization Program (PROMOJUES) approved by the IDB Board of Executive Directors will boost access to justice services and strengthen the system’s accountability and its management operational performance through process modernization.

In particular, the program will enhance accessibility to justice services for vulnerable sectors, such as people with disabilities, women and LGBTQ+ population. It will also promote improvements in physical and digital infrastructure, including the development of technological and artificial intelligence solutions.

Likewise, policies and actions will be implemented to improve accountability, conflict mediation mechanisms, and environmental justice actions. In addition, the enactment of change management plans will strengthen institutional governance and management capacity, whereas the creation of a Cybersecurity Center (SOC) will improve the IT structure.

With the program’s implementation, the state's 4 million inhabitants and 100,000-plus businesses will gain access to more agile and less costly justice services.

"Vulnerable populations, women and people with disabilities will have greater access to justice thanks to digital inclusion and the modernization of services," said Fernando Cafferata, a specialist in the IDB's Division of Innovation to Serve the Citizen. Public officials in the judicial system will also benefit through training in digital skills.

This is the fourth operation under the PRO-SEGURANÇA Program, financed by a $1.2 billion Conditional Credit Line for Investment Projects (CCLIP) approved by the IDB in 2020 with the aim of improving the efficiency and effectiveness of Brazil’s public safety and justice programs.

The $35.3 million loan has a 24.5-year repayment term, a 6-year grace period, and an interest rate based on SOFR. In addition, there will be $8.8 million in local counterpart funds.
