Thelmo Vargas Madrigal, a Costa Rican national, served as an economic affairs officer at the United Nations Conference on Trade and Development (UNCTAD), an executive and consultant with public and private enterprises in Costa Rica, a member of the Board of Directors of the Central Bank of Costa Rica, as well as of commercial banks in his country. A professor at the University of Costa Rica and a visiting professor at the INCAE Business School, he also served as Minister of Finance of Costa Rica and is a member of the Academia de Centroamérica, a think tank and research center in Costa Rica. He holds a bachelor’s degree in Economics, summa cum laude, from the University of Costa Rica and an MBA with emphasis on Finance and Insurance from the University of California, Berkeley.
