Colombia and Peru

Edgardo Mosqueira holds a law degree from the Catholic Pontifical University of Peru and a Master’s Degree in Public Policy from Johns Hopkins University’s School of Advanced International Studies (SAIS).

Prior to joining the Board, he was Coordinator of the Public Management Area of the Inter-American Development Bank (IDB) (2017-2026), leading the team responsible for operations and research throughout the region. He was Principal Specialist in the Governance Global Practice at the World Bank (2004-2017), leading studies and operations on modernization of the State in more than 20 countries in Europe and Central Asia, East Asia and the Pacific, and Latin America and the Caribbean.

Between 1996 and 2000 he held various high-level positions in the Peruvian government, including those of Minister of the Presidency and Minister of Labor and Social Promotion. He also served on the boards of the Commission for the Promotion of Private Investment (COPRI), the National Compensation and Social Development Fund (FONCODES), and the National Fund for Financing State Business Activity (FONAFE). He also acted as National Coordinator of the Commission for Formalization of Informal Property (COFOPRI).

Prior to working in the public sector and multilateral agencies, he was a principal researcher at the Institute for Liberty and Democracy (ILD), founded by Hernando de Soto, and Dean and professor in the School of Law at the Peruvian University of Applied Sciences (UPC). He has authored and co-authored various studies on governance and public management at the World Bank and the IDB. He received the distinction of the Grand Cross of the National Order of the Southern Cross of the Federative Republic of Brazil.
