Carlos Javier Charotti has a PhD in economics from the University of Manchester, a master’s in economics from Torcuato Di Tella University, and a master’s in public policy from the University of Chicago. He graduated as an economist, with a specialization in macroeconomics, from the National University of Asunción.
In July 2025, he became the Executive Director for Paraguay, Bolivia, and Uruguay at the Inter-American Development Bank and Alternate Executive Director at the Inter-American Investment Corporation (IDB Invest).
He recently served as Vice Minister of Economy and Planning at the Ministry of Economy and Finance of Paraguay (2023-2025).
Over a long career at the Central Bank of Paraguay, he served as Manager of Economic Research, Director of Macroeconomic Models, an economic analyst for the Board, and a Division Chief in both the Financial Markets Department and the Macroeconomic Models Department.
He has broad experience as a researcher at the United Nations Industrial Development Organization, the Central Bank of Paraguay, the Bank of England, the University of Chicago, and the University of Manchester.
