Luis Alberto Porto Rizzo, a Uruguayan national, currently serves as Alternate Executive Director for Uruguay, Paraguay, and Bolivia at the Inter-American Development Bank (IDB) and as Executive Director at the Inter-American Investment Corporation (IDB Invest).
He graduated from the University of the Republic in Montevideo, Uruguay with a bachelor’s degree in economics and holds a master’s in economics from the Catholic University of Louvain.
Before joining the IDB’s Board of Executive Directors, he was the Senior Advisor for Strategy and Organizational Development at the Organization of American States (2015-2025). He served as Deputy Vice Minister of Foreign Affairs (2013-2015) and Vice Minister of Economics and Finance (2011-2013) of Uruguay.
He was a Full Professor (grade 5) of Industrial Economics in the Faculty of Economic Sciences and Administration at the University of the Republic (1994-2015).
He chaired the National Development Corporation (2010-2011), an institution specializing in implementation of production-related and infrastructure development policy.
He is an honorary member of the Directorio de Uruguay, a non-profit organization for leadership and public policy training.
He has published numerous books and articles on topics related to the financial system, competitiveness, investment promotion, and production-related policy.
