Strategy and Projects

The IDB Group Country Strategy with El Salvador for 2025–2029 aims to contribute to the country’s sustainable and equitable growth by strengthening fiscal sustainability and public-sector modernization, enhancing people’s capabilities, and fostering a more competitive private sector.

The Strategy seeks to maximize the IDB Group’s impact through a framework of strategic selectivity aligned with government priorities, as reflected in the Fiscal Plan 2025–2027, the Digital Agenda 2020–2030, and the National Tourism Plan El Salvador 2030, and with the objectives of the IDB+ Institutional Strategy 2024–2030.

Within this framework, the Group’s support will be structured around three pillars that will guide its engagement with the country:

  1. Supporting fiscal sustainability and public-sector modernization;
  2. Strengthening people’s capabilities for dynamic and equitable growth;
  3. Fostering a competitive private sector.

The crosscutting themes of equity and equal opportunities, and resilience and environmental sustainability, will be integrated across all pillars.

This Strategy is the outcome of broad dialogue with national authorities, the private sector, and civil society, incorporating lessons from previous strategies and reflecting the country’s evolving development priorities toward a more inclusive, modern, and sustainable model.
