The Access to Information Committee (AIC) is an administrative body within the Inter-American Development Bank (IDB), responsible for overseeing the implementation of the Access to Information Policy. The AIC handles the first-stage review of information requests that have been denied by the Bank, among other tasks, ensuring transparency and accountability in the Bank’s operations.

She has worked in the field of economic development for over 30 years, focusing on trade, investment, competitiveness, and the role of the private sector. Her experience spans international organizations, the public sector, consulting, and research. Prior to joining the IDB, she served as Deputy Director-General at the World Trade Organization (2021-2023), where she facilitated trade negotiations and oversaw the divisions of economic research, market access, services trade and investment, and intellectual property. Previously, she was Nonresident Senior Fellow at the Peterson Institute for International Economics (2018-2021) and served as Senior Director of the World Bank’s Global Practice on Trade & Competitiveness (2014-2017). Ms. González has also extensive public sector experience in Costa Rica, the last of it as Minister of Trade (2010-2014). She has written extensively on trade, investment and economic development, and has presented in over 70 countries.
Ana María Ibáñez Londoño, a citizen of Colombia, is Vice President for Sectors and Knowledge (VPS) at the Inter-American Development Bank (IDB). Prior to this appointment, Ms. Ibáñez Londoño was Economics Principal Advisor in VPS since 2019 when she joined the IDB. In this role, she coordinated and supervised the VPS knowledge program in close collaboration with the operational departments, focusing on aligning the multi-annual agenda with the development priorities of the Region. Before joining the Bank, Ms. Ibáñez was a Professor in the School of Economics at the Universidad de los Andes in Bogotá since 2003, where she conducted cutting-edge research on migration, rural development, and the consequences of conflict. Additionally, from 2012 2016, she was Dean of the School of Economics at the same university and from 2008 2012 was the Director of the Research Center of the School of Economics (CEDE). She has been a visiting professor and senior fellow at several universities during her career, including Princeton and Yale, and is an accomplished writer of publications and books with particular emphasis on migration, forced displacement and armed conflict. Ms. Ibáñez served in the Board of Directors of Grupo Éxito, BBVA-Colombia, Fundación Éxito and Fundación Saldarriaga Concha, as well as the Advisory Committee of the United Nation’s Peace Building Fund, and the World Bank’s Commission on Poverty. Ms. Ibáñez holds a Ph.D. degree and a Master’s degree in Agricultural and Resource Economics from the University of Maryland at College Park and an undergraduate degree in Economics from the Universidad de los Andes in Bogotá, Colombia.

The Access to Information conducts first-stage reviews of denials of access to Information in response to all requests. The AIC has the authority to uphold or reverse prior Bank Management decisions to deny access to Information, with the exception of requests on which a final determination must be made by the Board.
The External Review Panel is a three-member independent body. Its principal function is to act as a second-stage review for requests from parties outside the Bank, in cases where the AIC has upheld the Bank’s decisions to deny access to the information sought by such parties.

Dr. Mariateresa Garrido V. is an Associate Professor in the Department of International Law at the University for Peace (UPEACE), the Doctoral Committee Coordinator, and the Deputy Director of the Global Center for Peace Innovation. Her main research area is related to the exercise of the right to freedom of expression and the protection of journalists in Latin America, as well as the interaction between human rights and Information and Communication Technologies, through the use of mixed methodologies and legal research to explore linkages between the law and new technologies.
She is an international lawyer, holds two Master’s Degrees; one from UPEACE in International Law and the Settlement of the Disputes, and one from the Central University of Venezuela in Public International Law, and her doctoral degree is in peace and conflict studies from UPEACE.

Francisco Ciscomani Freaner is a Mexican lawyer, a graduate of the Free Law School of Monterrey, with Master's Degrees in Law from the Universities of Paris II and George Washington. He has over twenty-five years of experience in the design and implementation of regulatory frameworks and public policies. His specialization encompasses critical areas such as transparency, privacy, accountability, and regulatory improvement.
In Mexico, he has held high-level public positions: Undersecretary at the Ministry of Public Education (SEP), Secretary and General Counsel at the National Institute for Access to Information (INAI), and General Coordinator at the Federal Commission for Regulatory Improvement (COFEMER). His work has been fundamental in policies and institutions with technical autonomy in strategic sectors.
As a member of civil society, through public competitions, the Mexican Senate elected him to the INAI Citizen Advisory Council in 2019, which he chaired from 2023 to 2025, and as President of the Citizen Participation Committee of the National Anti-Corruption System from 2021 to 2022. He has led committees in business organizations, coordinating political communication, public affairs, and legislative liaison and lobbying.

Vanessa Luyo Cruzado is a lawyer, graduated from the Pontificia Universidad Católica del Perú, Master in Public Management from the Pompeu Fabra University of Spain, with a scholarship from the Carolina Foundation, and Master in Social Management from the Pontificia Universidad Católica del Perú.
She has been President of the Court of Transparency and Access to Public Information of the Ministry of Justice and Human Rights of Peru. She has also been an advisor to the Ministry of Development and Social Inclusion and the Agency for the Promotion of Private Investment – PROINVERSIÓN, as well as a legal specialist in the Office of the Comptroller General of the Republic, on matters of public integrity, transparency and government control.
