Access to Information (ATI)

The Access to Information Policy is an instrument approved by the IDB’s Board and designed to raise the Bank's standards of transparency to the highest level of international practices, thereby allowing greater accountability in the execution of its projects and activities.

The Inter-American Development Bank (IDB) Access to Information Policy Framework includes important documents, processes, and guidance approved by the IDB to carry out its respective implementation activities.

Access to Information Committee

The Access to Information Committee (AIC) is an administrative body within the Inter-American Development Bank (IDB), responsible for overseeing the implementation of the Access to Information Policy. The AIC handles the first-stage review of information requests that have been denied by the Bank, among other tasks, ensuring transparency and accountability in the Bank’s operations.

Ana María Ibáñez Londoño, a citizen of Colombia, is Vice President for Sectors and Knowledge (VPS) at the Inter-American Development Bank (IDB). Prior to this appointment, Ms. Ibáñez Londoño was Economics Principal Advisor in VPS since 2019 when she joined the IDB. In this role, she coordinated and supervised the VPS knowledge program in close collaboration with the operational departments, focusing on aligning the multi-annual agenda with the development priorities of the Region. Before joining the Bank, Ms. Ibáñez was a Professor in the School of Economics at the Universidad de los Andes in Bogotá since 2003, where she conducted cutting-edge research on migration, rural development, and the consequences of conflict. Additionally, from 2012 2016, she was Dean of the School of Economics at the same university and from 2008 2012 was the Director of the Research Center of the School of Economics (CEDE). She has been a visiting professor and senior fellow at several universities during her career, including Princeton and Yale, and is an accomplished writer of publications and books with particular emphasis on migration, forced displacement and armed conflict. Ms. Ibáñez served in the Board of Directors of Grupo Éxito, BBVA-Colombia, Fundación Éxito and Fundación Saldarriaga Concha, as well as the Advisory Committee of the United Nation’s Peace Building Fund, and the World Bank’s Commission on Poverty. Ms. Ibáñez holds a Ph.D. degree and a Master’s degree in Agricultural and Resource Economics from the University of Maryland at College Park and an undergraduate degree in Economics from the Universidad de los Andes in Bogotá, Colombia.

Access to Information Decisions

The Access to Information conducts first-stage reviews of denials of access to Information in response to all requests. The AIC has the authority to uphold or reverse prior Bank Management decisions to deny access to Information, with the exception of requests on which a final determination must be made by the Board.

External Review Panel

The External Review Panel is a three-member independent body. Its principal function is to act as a second-stage review for requests from parties outside the Bank, in cases where the AIC has upheld the Bank’s decisions to deny access to the information sought by such parties.

Mariateresa Garrido, External Panel Member

 

 

Dr. Mariateresa Garrido V. is an Associate Professor in the Department of International Law at the University for Peace (UPEACE), the Doctoral Committee Coordinator, and the Deputy Director of the Global Center for Peace Innovation. Her main research area is related to the exercise of the right to freedom of expression and the protection of journalists in Latin America, as well as the interaction between human rights and Information and Communication Technologies, through the use of mixed methodologies and legal research to explore linkages between the law and new technologies. She is an international lawyer, holds two Master’s Degrees; one from UPEACE in International Law and the Settlement of the Disputes, and one from the Central University of Venezuela in Public International Law, and her doctoral degree is in peace and conflict studies from UPEACE.

Roberto Saba, External Panel Member

 

 

Roberto P. Saba is a lawyer, graduated from the University of Buenos Aires, and holds a Master (LLM) and Doctor of Laws (JSD) degree from Yale University. 

He is Professor of Constitutional Law and Human Rights at the Law Schools of the Universities of Buenos Aires and Palermo (Argentina) and Director of the Center for Graduate Studies of the latter. He is a member of the external transparency panel of the Inter-American Development Bank. He is also a member of the Board of Trustees of the Charles Kettering Foundation (United States) and Permanent Member of the Assembly of Dejusticia (Colombia). He was Dean of the Law School at University of Palermo, and Executive Director of the Fundación Poder Ciudadano (Argentine Chapter of Transparency International) and of the Asociación por los Derechos Civiles de Argentina, of which he was co-founder. He was a member of the Board of Women's Link Worldwide (Colombia-Spain). 

He has been an expert witness before the Inter-American Court of Human Rights in cases on due process, freedom of expression and equality before the law. His publications focus on issues of democracy, constitutionalism, judicial review, civil rights, social rights, freedom of expression, transparency and freedom of information.

Vanessa Luyo Cruzado, External Panel Member

 

 

Vanessa Luyo Cruzado is a lawyer, graduated from the Pontificia Universidad Católica del Perú, Master in Public Management from the Pompeu Fabra University of Spain, with a scholarship from the Carolina Foundation, and Master in Social Management from the Pontificia Universidad Católica del Perú. She has been President of the Court of Transparency and Access to Public Information of the Ministry of Justice and Human Rights of Peru. She has also been an advisor to the Ministry of Development and Social Inclusion and the Agency for the Promotion of Private Investment – PROINVERSIÓN, as well as a legal specialist in the Office of the Comptroller General of the Republic, on matters of public integrity, transparency and government control. Member of the External Review Panel on Access to Information of the Inter-American Development Bank.

External Panel Activities

The Access to Information External Review Panel is composed of three members, who are nominated by the President of the Bank and approved by the Board of Executive Directors. Panel members are appointed by the Board of Executive Directors for a three-year renewable term, to a maximum of six years.
