Research Insights: How Can Macro-Prudential Policy Control the Impact of Cross-Border Bank Flows on Emerging Market Economies?
Advanced economies (AEs) transmit economic crisis to Emerging Market Economies (EMEs) through cross-border bank flows, impacting their output, credit, and assets prices. Empirical evidence suggests that the transmission of the crisis from AEs to EMEs is higher in the absence of macro-prudential policy. A macro-prudential policy in the form of a levy on EMEs banks, when credit grows faster than deposits, reduces the propagation of AEs crisis to EMEs: the consumption drop is 12 percent lower, and the reaction of the labor market smoother, so consumers are better off with the policy than without it.

Maps for Gaps: A Geospatial Approach to Estimating Development Gaps in Haiti
This paper presents the results of a development gap analysis for Haiti using a geospatial approach. Gaps are calculated and characterized by means of qualitative and quantitative techniques, including macroeconomic, microeconomic, and geospatial data analyses. The analysis identifies, presents, and discusses 16 sectoral gaps. It is then expanded by overlapping the sectoral gaps to identify possible relations and spillover effects between them. The results suggest that transportation, early childhood education, and crime and insecurity gaps are the most significant in terms of the area and population affected. Results also show that 24 percent of the area of the country and 9.9 percent of Haitians are affected by nine or more overlapping gaps, particularly in the Nord-Ouest, Artibonite, and Centre departments. In terms of the links between sectors, crime and insecurity gaps tend to overlap with gaps in early childhood education and employment opportunities.

Financing Sustainable Infrastructure in Latin America and the Caribbean: Market Development and Recommendations
Sustainable infrastructure investments in Latin America are still far from being mainstreamed, potentially jeopardizing progress towards the countries SDGs. Looking at 6 countries (Argentina, Brazil, Chile, Colombia, Mexico, and Peru), this paper investigates the effectiveness of existing public and private sector investment vehicles in infrastructure projects, in particular through capital markets. The report overall collects information of 55 different instruments across the 6 countries and compiles a set of conclusions and recommendations both policymakers and investors could use. In most countries, capital markets instruments are ready, but often lack clear taxonomies and rules to channel sustainable investments (Brazil, Mexico, Peru); elsewhere a revision of investment regulations for pension funds, and/or for PPP investments could unlock significant investors demand for sustainable assets (Argentina, Chile, Colombia).
