Fiscal Reform and Modernization

To support actions required by the Policy Based Loan for Fiscal Reform (NI-0172), including the review and evaluation of laws, regulations and codes for taxes, customs and the governance of an administrative career structure for the General Directorates of Internal Revenue and Customs. The TC will fund studies of the impact of the new tax laws, the costs of tax collection and the magnitude and effects of transfer pricing in Nicaragua, the techncial design of a new inforamtion system for the Customs Service, the preparation of requests for proposals and bidding documents, the plans to introduce international accounting standards and the annual auditing of all government accounts. Public education on the benefits of paying taxes will also be funded with the objective of making people less inclined to evade taxes.
