Methodology to Foment the Participation of Ethnic Group in the Census 2005

The objective of the TC is to hire consultancy services to design a plan of action that will foment the participation of indigenous people and afro descendant is the process of the next population and house census that will take place in 2005. The specific objectives are: (i) propose a methodology that will permit a wide participation of Nicaraguan ethnic groups in the planning , execution and diffusion process of the census; (ii) propose two or three alternatives for the structure and composition of a possible Monitoring Committee (MC) of representatives from afro descendants and indigenous peoples groups which will function during the censal process; (iii) propose a mechanism which will permit the different groups elect their representatives to the MC, and the principal operative rules (in particular those in relation to transparency) for the MC; (iv) design mechanisms for training of MC members in censal techniques; and (v) propose mechanisms which will permit the MC to collaborate with technicians from INEC in the different stages of the censal process.
