Strengthening of the Environment Sector II
The operation has three objectives: (i) support the practical application of the Low Carbon Development Strategy (LCDS), which was revised and improved in 2013, by guiding national investment towards sectors that have been prioritized under such Strategy; (ii) strengthen the position of the MNRE in relation to subsectors over which the MNRE has direct responsibility through the setting of institutional mechanisms devoted to unify institutional strategies aligned with MNRE policies and the highest international standards; and (iii) consolidate the operation of the Monitoring, Rporting and Verification System (MRVS) as the main instrument for the generation of information and data associated to the fulfillment of LCDS and MNRE Strategic Plan objectives and targets.

Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Good Practice Recommendations for the Governance and Management of Modern Agricultural Research, Development and Innovation Organizations in Latin America and the Caribbean
There is abundant evidence that well-directed and well-executed investment in public agricultural research, development and innovation (RDI) in Latin America and the Caribbean (LAC) can enhance economies, improve food security and reduce poverty (e.g. Stads et al., 2016). To achieve these benefits, many of LAC's RDI institutions must overcome existing challenges and stimulate greater levels of in-country support for their activities. Since the beginning of this century many LAC nations have made efforts to adapt their national RDI systems to address these challanges with more researchers, wider capabilities, higher levels of academic education and training, renewed governance and management models, and more participatory processes for research prioritization, collaborative networks and public-private investment platforms (Gianoni and Trigo, 2021). The authors agree that well-developed national agricultural research systems with adequate levels of targeted investment supporting trained personnel are essential prerequisites for agricultural productivity improvement promoting economic uplift, greater food security and poverty reduction. In LAC the transformation of the national RDI ecosystem and institutions is needed to meet the current and emerging challenges in the region. According to the identified challenges, the transformations to be tackled will require careful determining of what RDI and institutional models are desired and how to execute these highly inter-connected transformations. Based on their experience, the authors share practical recommendations for policymakers and other stakeholders to accelerate transformative improvements in LAC's agricultural RDI institutions to position them to meet the new challenges.

En 2022, el Directorio del BID aprobó más de 500 millones de dólares de fondos externos procedentes de los Climate Investment Funds (CIF, por sus siglas en inglés), el Fondo Verde para el Clima (GCF, por sus siglas en inglés) y el NDC Pipeline Accelerator (ACL). Esta cifra puede parecer bastante significativa, sin embargo, la Agencia Internacional de la Energía establece que 4 billones de dólares anuales será el coste para llegar a cero emisiones netas en 2050.

Electrokit: Power Utility Toolkit-The Overview: Best Practices in Electric Power Distribution Companies in the Latin America and Caribbean Region
The Electrokit is an initiative created by the IDB to strengthen transformation and continuous improvement of electric utilities in the LAC region. It follows international standards that characterize and evaluate utilities based on indicators and best practices. The Electrokit is organized in 16 activities that are common to most electricity utilities. The aim of the toolkit is to provide power utilities, policy and decision-makers access to best practices, current trends, and expertise to: (i) identify challenges, develop a strategy and action plan for addressing them; and (ii) support utilities to be more sustainable, efficient, improve customer experience and accelerate innovation to stay ahead of the rapidly sector transformation. The Overview presents the main objectives of the toolkit, the structure of its areas and activities, and a guide on how companies could design an action plan.

Soluciones basadas en la naturaleza en América Latina y el Caribe: apoyo del Banco Interamericano de Desarrollo
Los gobiernos de América Latina y el Caribe se enfrentan al reto de ampliar y mantener las infraestructuras para atender a sus poblaciones, especialmente a medida que el cambio climático y la degradación de los ecosistemas ponen en peligro a las comunidades y a los activos de infraestructuras de toda la región. Para ayudar a afrontar estos retos, el Banco Interamericano de Desarrollo (BID) aspira incrementar su apoyo a las soluciones basadas en la naturaleza (SBN) de acuerdo con el Plan de Acción de Sostenibilidad Ambiental y Social 2020 del banco. Este resumen sirve para dos funciones. En primer lugar, se describe el creciente interés del BID en las SBN y ofrece un recorrido por las principales ofertas del BID en materia de apoyo a proyectos e inversiones en SBN. En segundo lugar, sirve como línea base de las actividades de BID en relación a SBN, a partir de la cual el banco y sus socios pueden seguir avanzando. En adelante, el BID intensificará su apoyo a los clientes para que incorporen las consideraciones de las SBN y el análisis de oportunidades en los acuerdos con los países y en todas las etapas de preparación de los proyectos, desde la identificación de la inversión hasta su ejecución.
