Collect primary data on perceptions of quality of life in a particular country of the region, one for which ethnic fragmentation is prevalent as a key input for the identification and design of loan projects and preparation of country strategies; (ii) to contribute to the identification of new challenges in social policy, improve the design of social programs, and identify mechanisms to transform institutions so that governments of the region can, with Bank support, be more responsive to the needs of the poor, and (iii) to coordinate with statistics agencies and existing survey programs so that the piloted methodology could be replicated and institutionalized.
