To support the expansion and responsible development of FLORALP by: (i) building a logistics center for the management of processed and semi processed products; (ii) promoting more advanced production technology and methods for small and medium-sized milk producers in order to increase on-farm productivity; and (iii) piloting a program for reducing dairy farms' methane emissions by introducing innovative cattle feed that will mitigate this factor.

The main objective of this initiative, "Too good to waste," is to assist IDB's borrowing member countries in accelerating the implementation of solid waste management (SWM) projects to mitigate methane emissions, therefore contributing to the goal established by the Global Methane Pledge (GMP) of mitigating at least 30 percent of methane emissions by 2030. The initiative "Too good to waste" seeks to achieve this objective by aligning with the GMP waste pathway in financing: (i) methodologies and technology pilots for improving measurement and traceability; (ii) bankable projects, feasibility studies, and business plans to scale subnational actions while also mobilizing financial resources; (iii) knowledge generation and dissemination, access to information, and community engagement. A key aspect is evidencing the link between transitioning into a circular economy in waste management and mitigating climate change impacts. Actions will be prioritized for countries with the highest methane emissions generated in the SWM sector, resulting in operational and sustainable projects in the region.

Outputs: (i) National diagnosis of the situation of the landfills in Colombia to identify the potential to recovery landfills gas-LFG. Includes identification of barriers and opportunities in order to use it and preliminary recommendations to select the potential CDM projects in LF; (ii) Prefeasibility study were establish the potential of LFG, and the most attractive alternatives for use the LFG, including flaring, considering economic, financial, social, environmental, regulatory legal and institutional aspects; (iii) Three Project Concept Note-PCN corresponding a three CDM projects (single and/ or umbrella projects), identified in previous steps; (iv) One workshop of one day in order to present all the results of the work and training sessions to private and government people to develop skills to identify and formulate LFG projects

The specific objectives of this Technical Cooperation: are (i) to prepare a technical study that determines how to water infrastructure will be developed to reduce the consumption of water in the PTA plant; (ii) to prepare a technical study that determines how the energy infrastructure will be built to recycle sludge and convert methane gas into energy, promoting energy efficiencies in the PTA plant.
