Strengthening institutional capacities for the design and implementation of evidence-based policies to combat violent organized crime in Uruguay.

The objective of this Technical Cooperation is to strengthen the capacities of public security institutions and the criminal justice system in Uruguay to design, implement, and manage evidence-based security policies aimed at effectively addressing organized crime and emerging criminal dynamics. Specifically, it will support the strengthening of planning, management, monitoring, and implementation tools for citizen security and criminal justice policies, particularly through supporting the Ministry of the Interior (MDI) in the implementation of the National Public Security Plan (PNSP) and the institutional strengthening of the National Prosecution Office (FGN). This includes the development of capacity diagnostics, the formulation of strategic strengthening plans, the design of monitoring and evaluation mechanisms, and the generation of technical inputs to support evidence-based decision-making.

Through these actions, the Technical Cooperation seeks to contribute to a more integrated, strategic, and sustainable institutional response to an increasingly complex criminal landscape, promoting interinstitutional coordination and strengthening the State's capacity to prevent, investigate, and prosecute organized crime and other forms of violence affecting public security in Uruguay.
