Technical Assistance Program on Governance and Interinstitutional Operations for Access to Affordable Housing
The general objective of this Technical Cooperation (TC) is to strengthen the institutional capacity of the Ministerio de Vivienda y Ordenamiento Territorial (MVOT) and associated public entities to coordinate interinstitutional operations and improve governance frameworks for the provision of affordable housing in Uruguay. The specific TC objectives are: (i) to design and operationalize an interinstitutional governance framework that clarifies roles, responsibilities, and coordination mechanisms among MVOT and key sector stakeholders; and (ii) to strengthen data management systems and information infrastructure to support evidence-based housing policy formulation, monitoring, and evaluation.
