Development of Social Health Franchises
The objectives of the proposed operation are to test reform financing models through public-private partnerships in the provision of high quality health care and to improve the quality and capacity of private sector provision of primary health services. This objective is to be accomplished through the creation of an eventually self-financing set of franchised private primary health care clinics in underserved periurban areas. The project seeks to develop a set of franchised and eventually self-financed private primary health care clinics in underserved periurban areas, and will finance a set of activities to support the creation, consolidation and evaluation of four health franchises. The activities will focus on four areas: (a) assessment of the feasibility of franchises in given geographic areas and selection of franchisees; (b) clinical, organizational and financial development of franchises; (c) creation of contracting mechanisms with the public sector; and (d) monitoring, evaluation and dissemination of the franchise and contracting models.
