The objective of the TC is to prepare the groundwork for a major sector operation by (i) undertaking diagnostic work to identify the public sector problems and possible reform solutions; (ii) building GOG capacity to undertake reform and create consensus among all major players in the reform process; and (iii) improving basic systems to support the follow-up operation, the Public Sector Modernization Program.
