This Multilateral Investment Fund (MIF) technical cooperation seeks to implement several pilot that demonstrate three promising, private-sector-led business models to provide renewable energy services to isolated communities in Brazil. The six components fund:an NGO Business Model, involving locally based social or environmental NGOs to serve as intermediaries in providing information or instruction, or directly providing renewable energy services to communities; a pilot Multi-Commodity Business Model, which will work with existing service providers, their trade associations, and other potential partners (e.g., equipment manufacturers and multinational oil companies with renewable energy subsidiaries) to examine the feasibility of expansion into market-based renewable energy services; the launch of a pilot Concessionaire/Permissionaire Business Model, to work with selected electric distribution companies to examine the feasibility of providing renewable energy services in lieu of grid extension; the creation of one of more regionally based revolving funds for business startup, which would finance micro and small enterprises to provide renewable energy services through any one of the business models; the development of a cross-model information collection and feedback system, which would further the learning process in the pilot through an information database on the different models; and perform outreach activities for the stakeholders through a series of workshops; business model and revolving fund evaluation and results dissemination, relating to understanding the sustainability (financial viability) of the three business models, as well as the success factors and requisite context for each model.
