Private Participation in Water Sector

This project seeks to assist the National Water Commission (NWC) in the implementation of pilot private-sector participation schemes in Negril, Montego Bay and Ocho Rios for the provision of potable water and sewage and wastewater treatment. The first stage of technical assistance will identify the best for private sector participation and develop a plan for their implementation. The second stage will fund execution of three pilot and help the government identify the key implementation and regulatory issues to be clarified to facilitate future private-sector involvement. Stage one funds a feasibility study to develop the technical, legal, financial, commercial and environmental analysis required to identify the most suitable role for private-sector participation in areas such as administration, operation, maintenance, or investment, in the potable water and sewage systems in the selected pilot cases. In stage two, NWC will implement the recommendations from stage one by hiring private operators or providers through a management contract, a services contrast, a lease or other ways identified as suitable for private-sector participation.
