The proposed Technical Assistance is directed at modernizing the Municipality by pursuing the following objectives: 1. Strengthening Municipal administrative capacity, especially its ability to define and implement a strategy for the development of the city in partnership with the private sector. 2. Improving financial management and transparency in the use of resources. 3. Improving solid waste collection and disposal. 4. Tackling the problem of rapid urbanization with a comprehensive housing development plan for the city. 5. Coordinating the reallocation of population affected by hurricane Mitch.
