Inst.development Micro,small & M.enterp.

This nonreimbursable technical cooperation (TC) seeks to contribute to institutional strengthening and policy development in the microenterprise and small- and medium-sized enterprise (MSME) sector in Guatemala. It has been determined that the areas that most need a guiding policy framework to incorporate informal enterprises into the global economy are: (a) business training; (b) access to credit; (c) access to clean technologies that are economical and appropriate for the sector; (d) access to marketing and distribution systems; and (e) addressing institutional and legal restrictions to normal business operation and sector formalization. Policy guidelines for these areas will be formulated in three stages: (a) identification of the various existing services and programs, analyzing their deficit or oversupply and their quality and suitability for MSMEs; (b) organization of the sector, through consensus-building between the public and private sectors and regional participation, with the goal of identifying recommended policies; and (c) policy formulation.
