THE GENERAL OBJECTIVE: TO CONTRIBUTE TO THE DEVELOPMENT OF INSTITUTIONAL MECHANISMS AND INSTRUMENTS TO EXPAND HEALTH CARE COVERAGE TO THE ENTIRE POPULATION WITH LITTLE OR NO ABILITY TO PAY; TO PROMOTE THE APPROPRIATE USE OF THE SUPPLY OF BASIC HEALTH CARE SERVICES FOR THE MOST VULNERABLE POPULATION GROUPS AND TO CONTRIBUTE TO DEVELOPMENT OF METHODOLOGY WHICH WOULD ALLOW TO IMPLEMENT CHANGES IN HEALTH ADMINISTRATION AND DELIVERY MODEL.
