Strengthening of the Budget System
The main objectives for this technical operation are: a) support the design of policies in order to achieve budgetary savings; b) support preliminary activities which will contribute to prepare reform strategies required to face the re-engineering process of SEFIN striving for efficiency, efficacy and the elimination of overlapping functions and responsibilities among positions; c) support the preparation of reform strategies required to introduce methodological modifications in the budgetary system that will achieve the direct relationship of plan-budget which will be the basis for the result evaluation system; and d) support the elaboration of a reform and institutional modernization strategy for the Finance Ministry Secretariat.
