The goal of the proposed operation is to improve the living conditions and the development opportunities of the poorest sectors of the Salvadoran population by: (i) establishing a viable participatory planning and budgeting mechanism which delegates project cycle responsibilities such as project identification, execution and maintenance, to local actors; and (ii) developing and implementing a program of investments in social and economic infrastructure projects.
