This TC would follow up on the program of educational assessment started by UNESCO/OREALC under a previous grant, where a mathematics and language test was given to fourth graders in 12 Latin American countries. The purpose would be to assist in defining policies for improving primary education in these countries, as well as to establish a mechanism for mutual learning from experiences in the use of educational assessments.
