Strategic Environmental Assessment: Promoting Capacity Building
The general objective of this technical cooperation is to support the CCAD and the IMDS Commissioner in implementing the IMDS Action Plan, with particular emphasis on developing and promoting environmental management instruments and mechanisms that will contribute to the environmental mainstreaming in the PPP. The specific objectives are to: (a) provide technical assistance for the development of guidelines and regulations in order to make the PPP environmental safeguards policy operational, including maps of critical conservation areas and cultural sites, a list of PPP projects that should be subject to regional EIA review, regulations and guidelines on Strategic Environmental Assessment and an harmonized list of categories of PPP projects that should be subject to EIA with harmonized models of terms of reference for one or two typical PPP sectors,(b) train EIA practitioners in the application of modern environmental management tools, such as SEA, (c) increase awareness among decision makers on the benefits of using environmental management tools for planning purposes, (d) make suggestions for the formalization of the mandates, membership and operational procedures of the Regional EIA Committee of the CCAD.
