Multi-country Impact Evaluation of the Volunteer Collaborators (ColVol) Strategy for Malaria Elimination

To estimate the causal impact, and identify the mechanisms, of deploying the Volunteer Collaborators (ColVol) network on malaria elimination outcomes, accelerating interruption of local transmission in active-foci settings (Dominican Republic, Panama) and sustaining surveillance sensitivity sufficient to prevent re-establishment in post-elimination settings (El Salvador). Specific objectivesRelevance — assess whether ColVol deployment is aligned with territories of persistent transmission and access barriers.Effectiveness — measure clinical impact on timeliness, coverage, and case detection.Efficiency — estimate cost per suspected and confirmed case relative to traditional active case finding.Quality — evaluate technical adherence, diagnostic accuracy, and information management.Sustainability — examine volunteer retention, motivation, supply continuity, and integration of ColVol routines and costs into decentralized health-system planning.
